I should mention that I replaced all the leaf springs and related hardware. This may help with lift, as the trailer is an '01 and had the original leaf springs.
 
I've had the same problem with my 2001 Nitro 288 F&S boat. No matter how I put the trailer in the water, or the incline of the boat ramp, my boat always came in under the front roller. I ended up swimming up the front bunk boards and two bunk boards in back with 1" treated wood pieces. The bunk board brackets, from the factory, were too low and could not be adjusted, as they are welded. Fairly simple fix to a very aggravating problem. Now, my boat rides up properly on the bunk boards and it comes in over the bow roller, as it should. I also had the problem of the rear axle tires rubbing on the fenders. The extra lift gave more clearance between the tires and the fenders! Good luck out there. PS, I love the boat but in my opinion, the trailer has a basic design flaw.
How does shimming the bunk boards give you more tire clearance? Hope the answer isn't too obvious, or I will have to hang my head in shame.
 
Hi cceguy. Well, when the bunk boards were shimmed, it gave clearance on both sides of the trailer fenders. Before, it was an incredibly tight fit when loading the boat. The fenders came back in straight and the rear axle tires no longer contact the fenders.
 
I did replace the leaf springs and related hardware. The trailer is an '01 and had the original springs. I think the new springs helped all the way around.
 
Here is a photo of the clearance on one side of the boat and fender I gained by shimming the boards. Before, there was no daylight between.
