Water in trailer bearings

Since my trailer was new (2009 Z-7) I've noticed a small amount of water in my trailer bearings when I pull off the rubber plug. I've always dabbed it up with the corner of a paper towel before I greased it. I can't recall any of my other boat trailers doing this. I have pulled the bearings to check to see if they were in good shape and repacked them and replaced the inner seal. The only bearing that seems to have water contact is the outter bearing. Any suggestions on what can be done? Would bearing buddies be a fix even though I have a grease zerk at the end of the spindle? I've tried new rubber plugs without success and the metal cover the plug attaches to seems to be in good shape and fits pretty snug onto the hub. Thanks in advance
