Targa Livewell Has Two Sprayers? Why?

I bought a 2001 Tracker Targa WT 17FT.
( Haven't used it yet.) Both LIVEWELLS have a flowrite tube that hangs down for letting water in, AND,...have a valve you can turn clockwise or counter clockwise to let water in. WHY 2 SPRAYERS?

The one with the valve is the water fill from the lake if you have the tube that goes in the drain hole and leave the fill pump running it keeps pulling fresh water from the lake. The other spray bar is the recirculating pump which it just recirculates the water that’s in the live well.
