Rally,can my 13 yr.old fish w/me

My 13 year old son comes up from Okla.May 25th and I was wondering if he would be allowed to fish the rally with me?If he can does he need a lic.also in Vt.Here in Ct. I dont think he does till he's 16.I thought Champlain was in N.Y.If he can do I need to pre-register and if all this comes together I will need to know how to get there.From East Hartford C.t

Of course he can! He doesn't need a license in either state. But I don't want to hear any whining Brad, when he out fishes you! What better way to get a kid hooked on fishing!
