Still having regulator issues

Recap: 1998 ELPTO 115hp Mercury (low hrs) serial number OG604258. I installed a new regulator because my voltage was erratic but nothing has changed. I hooked up the regulator as instructed and I still have the same problem which is voltage not regulated. When I read the voltage at the battery when the engine is off I get 12.75 volts. When started and idling in neutral the voltage jumps all over the place i.e. goes from 12 volts to 18 volts and everywhere in between changing about 5 times per second. So very fast fluctuating voltage. This is the same thing it was doing before changing out the regulator. Please, any help is appreciated.
 
Email BobB directly at USA Marine. He will be able to answer. Im not a good enough wrench to troubleshoot your problem. Or you could go over to BBC on the Merc board and ask Don Weed. He also is in the biz and a crackshot mechanic.
