There are so many variables when it comes to your problems. Prop selection is a big part of the equation. You didn't mention what you running. 3 bladder act different from 4 bladders. You must play with your jack height until the rpm blow out easily or when water pressure drops below 10#. You are running with a pressure gauge, right? If you're throwing a big rooster tail, you are jacked up too high. Little tail means more forward push. Measure your prop shaft from the bottom of the boat. You should be around 3 1/2". Its a trial by error.
