What is this (red floating arrow on rope)?

Going through all the accessories that came with the boat, I stumbled across something and have no idea how / where to use it. It is shaped like a red arrow and has a pulley on one end with a rope through it (the arrow). The arrow appears to run up / down the rope. Is this for towing skiers, or for the anchor? Yes, I am new to this.... A lifetime fisherman with a boat of his own, finally! No more rentals!

That is a tow harness... The "arrow" floats and rides on the pulley over a rope between the two "eyes" on the transom... (probably you use the "eyes" to strap the transom to the trailer. The "arrow" end has a hole where you pulkl the tow rope through and then over the end and is retained by the "arrow"...
