Normally your locker is sealed off from the rub-rail kind of a box within a box. I would look at your lid gasket and if you have the Perko locks make sure they are in the locked position. If it is in fact the rub rail, pull the center as has been discussed on here, re-tighten your screws and seal them in, and after replacing the center piece, use sealant around the outside bottom piece of the rub rail bracket. This should be sealed all the way around the boat. They do it at the factory but it can be missing in spots. I cleaned all of the factory sealant off mine and re sealed it.
