Live well drain

I have a 180TF and the livewells will not drain. It appears that the valve control (lever below motor controls) is not working, like cable is busted or something, as I cant feel it open or close the valve. How hard is this to fix, and how do I do it?? Thanks in advance.

Thanks for the info, Huck. It's not nearly as complicated as I figured. Now all I need is a mini-me to crawl in there and get to it LOL
