Cash for Sinkers program

In keeping with the Cash for Clunkers theme, it seems that the California Air Resources Board (CARB) has announced a new "Cash for Sinkers" program, in which all outboards not 2 star rated can be brought to a local lake, drained of all fluids, batteries removed, and then sunk permanantly with boulders from a local rockslide to create artificial reefs for fishing. Each boat with a non-2 star or above rated motor that is sunk will allow the boater to purchase a new rig at $4500 off of retail price through the following manufacturers:
