2018 Z21 - Fiberglass Fenders Loose

Noticed the other day my fiberglass fenders are loose on my trailer, one on the drivers side is real bad. Crawled underneath thinking this would be an easy fix only to discover all the bolts just spin when trying to tighten them. Anyone have any idea of how to get to or hold the head of the bolts to tighten? Thank you, Kevin

As an FYI to anyone else who has the problem of loose fiberglass fenders on a Nitro trailer, I found the fix.
peel up the rubber step pads on the trailer, the bolts that hold the fender are under the pads.
Large Phillips head bolt with 9/16 nut underneath.
i installed a second nut to act like a jam nut so hopefully will not back off again
