Have you tried to disconnect the trim switch? the one that was stuck down. See what happens then. Usually to disconnect it is just a connector plug. Once you have eliminated that switch see if it stops. If not it could be your actual trim motor. Someone else may be able to give you some advice.

my boat I have to remove the batteries to get access to the cover plate that covers the bilge area. There are screws that hold the cover plate, once I remove those I lift the plate and there you will find the pumps. This might lead you in finding access to your pumps.

sounds right to me. If you are fully trimmed there will be less hull in the water. As you trim down the bow will come down and more of the hull will be in the water.

You could always tie some type of lanyard to it and see if that will give you the leverage you need to pull it down. My boat has the ladder attached to the jack plate. Pull a pin and the ladder drops.
